Retirement
OCERS: Employees do not pay into Social Security with the exception of 1.45% of gross income, which is paid into the Medicare portion of Social Security. All employees contribute to the Orange County Employees Retirement System (OCERS). Contributions are based on an OCERS actuarially-determined rate structure and age at time of employment; contributions are deducted on a pre-tax basis. The retirement benefit formula for new OC San employees is 2.5% at age 67; however, employees with reciprocity may be eligible for the 2.43% at age 65 retirement formula (also known as “1.667% @ 57.5”). Employees under either formula are responsible for the full employee contribution (OC San contributes 0% of the employee contribution).
OCERS has established reciprocity with California State Teachers’ Retirement System (CalSTRS), California State Teachers’ Retirement System Defined Benefit Plan, Judges’ Retirement System (JRS I and JRS II), California Public Employees’ Retirement System (CalPERS), and any agency that has established reciprocity with CalPERS. Reciprocal benefits are designed to allow employees who transfer retirement systems to preserve their total retirement benefits.
Deferred Compensation/457(b)
OC San’s voluntary deferred compensation plan provides employees with the opportunity to invest a portion of their salary on a pre-tax basis and/or rollover funds from other qualified plans. Interactive tools including a customer internet site and voice response phone system make it easy and convenient for 24/7 account management.
Paid Time Off

Holidays
12 annual paid holidays including one floating holiday.
Sick Leave*
78 hours accrued annually.
Vacation*
Hours accrue each pay period up to 80 hours paid vacation after one year. Vacation accruals increase incrementally to a maximum of 200 hours after 20 years of service.
Personal Leave*
80 hours after one year of service, 140 hours after two years, and 180 hours after five years. Personal leave accruals increase incrementally to a maximum of 250 hours after 20 years of service.
Insurance
Employee benefits are effective on the first day of the month following date of hire. Health insurance premiums are deducted on a pre-tax basis.
Medical
OC San offers a choice of medical plans through Anthem Blue Cross or Kaiser Permanente. Plan eligibility is based on bargaining group affiliation.
Dental
OC San offers the Delta Dental PPO plan with a calendar year benefit maximum of $1,850 per person.
Vision
Vision insurance is offered through VSP and provides for eye examinations and corrective eyewear.
Life Insurance/AD&D
OC San provides a basic life/AD&D (accidental death and dismemberment) benefit of $50,000 and the option to purchase additional universal and term life insurance up to $500,000 each. Spouse and child life insurance are also available for purchase.
Disability Insurance
OC San offers a disability insurance program to protect employees in the event of a non-work related illness or injury. OC San pays 100% of the short-term disability premium, which provides salary protection up to the lesser of 70% or $1,216 of the employee’s weekly salary for up to 26 weeks. A supplemental short-term disability plan is also available for purchase by employees. Long-term disability insurance is 100% paid for employees after five years of service and may be purchased by employees with less than five years. Long-term disability pays 67% of monthly salary to a maximum of $5,000/month to age 65.
Flexible Spending Account (FSA) Plan
Healthcare and dependent care flexible spending accounts allow employees to lower their taxable income by deferring up to $5,000 into each account (amount subject to IRS limits) for reimbursement of eligible out-of-pocket healthcare and day care expenses.
Employee Assistance Program (EAP)
OC San recognizes that employees have commitments that extend far beyond the workday, which is why we provide a variety of employee and family personal services. The EAP offers professional, confidential counseling and referral services designed to help employees and their dependents cope with a wide range of personal, work, family, and financial issues.
College Savings Plan
OC San offers a 529 College Savings Plan that allows employees to contribute to the plan via payroll deductions. Lump sum withdrawals of up to $11,000 are available for each child with the annual fee waived for OC San employees. The contributions are tax-free upon withdrawal.
Orange County’s Credit Union
OC San employees are eligible to open accounts and utilize a wide variety of financial services through Orange County’s Credit Union.
Pre-Paid Legal
Voluntary Pre-Paid Legal Services membership provides participating employees and family members with access to legal advice and services.
Workplace Flexibility
Flextime and a variety of compressed work schedules including 9/80, 4/10, and 3/12 exist based on business need.
Rideshare Program
OC San operates seven employee vanpools ranging from Temecula to Laguna Hills. Employees pay a bi-weekly fee to participate in the vanpool program. Rideshare matching services are also available through Human Resources.
Wellness Program
This program includes an annual health fair and brown-bag lunch seminars on topics such as weight loss, nutrition, smoking cessation, and stress management.
Career Development
OC San encourages employees to continue learning and growing in their careers. The tuition and certification reimbursement programs offer financial assistance for job-related, non-OC San education courses and certifications. Tuition reimbursement is provided to employees for pre-approved courses up to the annual IRS non-taxable income limit of $5,250. A variety of in-house OC San-specific training is also offered.
